Invitation for Bids
Sealed bids will be received by the Board of Contract and Supply, City of Binghamton, City Hall, Binghamton, New York, until 10:30 A.M. on Wednesday, August 26, 2020, after which time and at which place they will be publicly opened and read aloud at the 11:00 A.M. Board of Contract and Supply meeting, for the following work:
RECREATION PARK UPGRADES
This project is comprised of a single contract (Contract 1) with two separate and distinct project elements. These project elements are being financed by the City via separate funding streams and will be progressed on schedules with separate completion dates. Both project elements will be awarded to the same firm based on the lowest qualifying Base Bid plus Bid Additives, to be awarded as described in Section 13.e of the Contract, Instruction to Bidders. The two project elements include:
Project Element 1A – Tennis Courts – General Construction
Reconstruction of the existing tennis court battery located along Seminary Avenue at the intersection of Beethoven Street, including excavation and backfill of tennis court subbase, installation of tennis court surface in accordance with American Sports Builders Association (ASB) and United States Tennis Association (USTA) Standards, installation of drainage features, and other associated amenities, such as walkways and fencing. Additive bids are also requested for concrete hillside seating, installation of electrical service to the courts, reconstruction of the main entrance and installation of sports lighting.
Project Element 1B – Ice Rink – General Construction
Construction of a concrete pad (47’ x 94’) and ice rink system on the northeast corner of the site including grading, drainage features and other associated amenities such as walkways and benches. Additive bid is also requested for installation of dasher boards.
The contract documents and plans may be examined at the office of the City Engineer, City Hall, Binghamton, New York and copies may be obtained upon a non-refundable payment of $50.00 (check or money order, payable to the City of Binghamton), per set.
Sets of Bidding Documents may be viewed and ordered online by registering with the Issuing Office at www.bartonandloguidiceplanroom.com. Following registration, complete sets of Bidding Documents may be downloaded from the Issuing Office’s website as “zipped” portable document format (PDF) files for a nonrefundable fee of $49. The date that the Bidding Documents are downloaded will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
No proposal will be considered unless it is accompanied by a notarized bid guaranty which shall not be less than ten percent (10%) of the amount bid for the total work contemplated to be done. At the option of the bidder, the guaranty may be a certified check, bank draft, negotiable US Government bonds (at par value), or a bid bond approved by the Corporation Counsel. Certified check or bank draft must be payable to the order of the City of Binghamton. Cash deposits will not be accepted. The bid guaranty shall insure the execution of the agreement and the furnishing of the surety bond or bonds by the successful bidder, all as required by the contract documents.
The City reserves the right to reject any and all bids and to award the contract in the best interests of the City of Binghamton, New York.
