Bids are typically advertised EIGHT (8) business days prior to the bid opening. The bid advertisement contains information as to the nature of the bid, due date & time, and where to obtain bid documents.

WATER TREATMENT PLANT RESIDUALS MANAGEMENT IMPROVEMENTS CITY OF BINGHAMTON, NY

 

Sealed bids will be received by the Board of Contract and Supply, City of Binghamton, City Hall, 38 Hawley Street, Binghamton, NY, 13901 until10:30 A.M. on Wednesday, July 11, 2018, after which time and at which place they will be publicly opened and read aloud at the 11:00 A.M. Board of Contract and Supply meeting, for the following work:

Contract No. 1R- General

Contract No. 2R- Electrical

Contract No. 3R- Heating and Ventilation

 

The  work  consists of  the  following  in  accordance  with  the plans  and  specifications heretofore prepared by GHD Consulting Services Inc.:

•    Demolition of existing chain-and-flight sludge collector equipment and construction of new cable-driven vacuum sludge collector system.

•    Demolition of existing Sedimentation Basin No. 1 equipment, selective structural concrete demolition, and construction of new gravity thickener and Solids Handling Building within the Sedimentation Basin No. 1 footprint, including new heating and ventilation system and electrical systems.

       •    Construction of new belt filter press facility within the new Solids Handling Building.

•   Replacement  of  existing  and  construction  of  new  pumping  facilities,  mechanical piping, electrical systems, and controls.

       •   Yard piping and site work.

Electronic copies of Bidding Documents must be obtained from Dataflow, 19 South Washington Street, Binghamton, NY 13903, www.godatatlow.com, (607) 772-2001, which will act as the Issuing Office, upon submission of a check or money order for a non-refundable amount of $50, made payable to the City of Binghamton. The $50 payment will be waived for former planholders who bid on the May 2, 2018 bid opening of Water Treatment Plant Residuals Management Improvements (all bids were rejected), but those wishing to bid on this new work will be required to re-register as a planholder and obtain copies of the new Bidding Documents. The $50 payment will NOT be waived for former planholders who did not bid.

 

Prospective bidders must register as a planholder and obtain copies of the Bidding Documents from Dataflow in order to submit a bid.  The Bidding Documents are available on Dataflow's website for viewing purposes only. Direct all questions regarding distribution of Bidding Documents to Dataflow.

 

No proposal will be considered unless it is accompanied by a notarized bid guaranty, which shall not be less than ten percent (10%) of the amount bid for the total work contemplated to be done. At the option  of the bidder, the guaranty may be a certified  check, bank draft, negotiable U.S. Government bonds (at par value), or a bid bond approved by the Corporation Counsel. Certified check or bank draft must be payable to the order of the City of Binghamton. Cash deposits will not be accepted. The bid guaranty shall insure the execution of the agreement and the furnishing of the surety bond or bonds by the successful bidder, all as required by the Contract Documents.  No bidder may withdraw their bid within forty-five (45) days after the date of the bid opening.

 

There is a 26% participation requirement for WBE and/or MBE for this project for Contract Nos. 1, 2, 3 and 4. The participation requirement may be any combination of WBE and/or MBE participation.

 

Pre-bid Conference: The City has scheduled a pre-bid conference in order to review all of the specific requirements of this contract. Attendance at the pre-bid conference is recommended but is optional.  The pre-bid conference is scheduled for Tuesday, June 5, 2018 at 10:00 a.m. at the Water Treatment Plant located 25 Broome Street, Binghamton, NY 13903.

 

The City reserves the right to reject any and all bids and to award the contract in the best interests of the City of Binghamton, NY.
