The work involves responsibility for planning and implementing a comprehensive parks and leisure facilities program suitable to the needs and interests of the City. Administrative activity focuses on coordination of community events and other community resources for the most economical and efficient implementation of services. Administrative direction is received from the Mayor with broad authority for planning and carrying out assignments. Supervision is exercised over all department personnel. Does related work as required.
- Graduation from a regionally accredited or New York State registered college or university with a bachelor’s degree in Parks and Recreation Administration, physical education or a closely related field and three years of administrative experience in the management of recreation or physical education activities; OR
- Graduation from a regionally accredited or New York State registered two year college with an associate’s degree in Parks and Recreation, physical education or a closely related field and five years of Parks and Recreation experience, of which two years must have been in an administrative capacity; OR
- Graduation from high school or possession of an equivalency diploma and eight years of parks/recreation experience, three years of which must have been in an administrative capacity; OR
- An equivalent combination of training and experience as defined by the limits of (a), (b) and (c) above.
NOTE: Graduation from a regionally accredited New York State registered college or university with a Master’s Degree in Parks of Recreation Administration, physical education or closely related field may substitute for one year of experience.
Administers the work of the Department of Parks and Recreation in accordance with the policies established by the Mayor and City Council. Promotes the organization and administration of park operations and recreation activities to insure maximum efficiency. Recruits, selects, assigns and trains department personnel. Develops and maintains good working relationships. Plans for the acquisition, design and construction of parks and recreation facilities as authorized. Prepares, directs, controls and accounts for the fiscal operations of the departmental program. Evaluates the effectiveness of the Department’s programs and services through research and studies. Represents the Department at meetings involving other departments, community organizations and professional parks and recreation organizations. Prepares annual report, yearly budget, annual revenue projections and makes such other reports at such times as may be required by the Mayor or City Council. Develops and implements department policy, philosophy, goals, objectives and programs. Negotiates agreements with special events and specialized recreation facility and outdoor programs. Prepares reports regarding personnel and facility programs. Administers contracts/permits with facility users. Maintains records regarding attendance, cash ticket receipts and uniforms. Maintains records regarding building and grounds maintenance and personnel. Ensures all facilities and structures are maintained in a clean and orderly condition.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of parks and recreation administration theory, programs, principles and practices, as well as maintenance techniques. Thorough knowledge of community organization, public administration and principals and practices of supervision and management techniques. Ability to organize, develop and maintain a comprehensive parks and recreation program under conditions where precedent is unavailable. Ability to communicate and cooperate with other organizations, groups, individuals and the public at all levels and disciplines. Ability to communicate effectively both orally and in writing. Ability to direct, control and interpret the design, construction, operation, maintenance and repair of all grounds, parking, fields, drives, walks, together with all structures, roads, parking areas, equipment and appurtenances relating to parks and recreational facilities. Physical condition commensurate with the demands of the position.
