HAVE YOU BEEN FINANCIALLY AFFECTED by COVID-19?
Recent amendments to the New York State Public Service Law § 89-1 prohibit municipalities from disconnecting a residential customer’s water service for non-payment of overdue water/sewer bills during the COVID-19 State of Emergency. When the State of Emergency expires or is lifted, this moratorium preventing disconnections will end. However, § 89-1 provides additional protections that may extend the moratorium for an additional 180 days for residential customers who have experienced a change in financial circumstances due to the COVID-19 State of Emergency. If you are a residential customer who has experienced a change in financial circumstances due to the COVID-19 State of Emergency you may have the right to enter into a Deferred Payment Agreement (“DPA”) without requirement of a down payment, late fees, or penalties with the City.
What does this mean for you?
Residential customers that have been financially affected by Covid-19, may have the right to enter into, or restructure, a deferred payment agreement without requirement of a down payment, late fees, or penalties for failure of payment which occurred after September 2020.
How do I participate?
1. Complete & return the Self-Certification postcard that was mailed to residential customers in early March. If you did receive the postcard, you may download one here. All Self-Certification postcards must be completed, signed and returned by March 31, 2021 by one of the following methods:
Mail to: Office of Corporation Counsel, City of Binghamton, 38 Hawley Street, Binghamton, NY 13901 (must be postmarked no later than March 31st, 2021)
Place in Drop-box labeled Water Self-Certifications/ Financial Statements - in the lobby of Binghamton City Hall, 38 Hawley Street, Binghamton, NY (must be deposited in drop box by 5pm on March 31st, 2021)
