DISTINGUISHING FEATURES OF THE CLASS: This is a sub-professional civil engineering position with focus on routine civil engineering tasks such as design, survey and construction inspection. The incumbent may be assigned tasks related to design for public works projects such as the construction of streets, sewers and water systems. The incumbent may be assigned to computer-aided drafting and design work on various projects. The work is performed under the general supervision of an Assistant Engineer or higher lever Engineer with selective leeway allowed for the exercise of independent judgment on routine tasks that require moderate use of engineering theory. The incumbent may supervise sub-professional and technical assistants on specific assignments. Does related work as required.

TYPICAL WORK ACTIVITIES: Prepares plans and designs of engineering projects from notes and sketches; develops plans and designs for routine projects, develops costs estimates of public works projects such as street reconstruction, water and sewer works, may act as a member of the survey party; may supervise subordinate technical staff on specific tasks; and may be assigned work in the inspection of construction projects. Upon assignment from higher level engineers, conducts research on former project costs; responds to requests for information from the public and municipal officials on status of existing or proposed public works projects; and investigates complaints regarding construction and public works projects and operations.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES & PERSONAL CHARACTERISTICS: Good knowledge of sub-professional engineering field and survey work; good familiarity with the principles of physics and mathematics as they apply to civil engineering; ability to compile engineering data and to make routine technical computations; good knowledge of the methods, procedures and techniques used in street construction, water and sewer systems, or in renovation of public buildings; working knowledge of principles and practices of drafting; ability to inspect materials and workmanship in public works construction; ability to interpret engineering maps, sketches and blueprints; ability to interpret written and oral instructions and specifications accurately; ability to supervise the work of others; engineering aptitude, accuracy and physical condition to commensurate with the demands of the position; ability to utilize common office software programs including work processing, spreadsheet, and database at an acceptable rate of accuracy and speed; good working knowledge of AutoCAD (computer aided drafting software) and general computer knowledge.

MINIMUM QUALIFICATIONS: Either:

A. Graduation from a regionally accredited or New York State registered college with an Associate's Degree in engineering technology, plus 6 months of experience, which may be from an internship, in sub-professional civil engineering work involving field survey, computer aided drafting and design, designing and inspection of construction; OR

B. Graduation from high school or possession of a high school equivalency diploma and eight years of experience in sub-professional engineering work which will have involved field survey, computer aided drafting & design, designing and inspection of construction; OR

C. An equivalent combination of training and experience within the limits of A and B.
