Southern Tier Homeless Coalition

To improve energy efficiency, protect the environment, and lower energy bills for City of Binghamton income eligible homeowners, the City offers the CDBG Energy Efficiency Program. This program will replace inefficient heating systems and appliances older than 10+ years following verification of applicant eligibility. City of Binghamton staff will then assist program participants with every aspect of the project including developing the scope of work, bidding the project, paying the contractor, and overseeing the project through completion.

A no interest, no payment loan guaranteed with a mortgage lien to eligible owner occupants of single-unit structures will cover the full cost of the project. After 5 years, the amount owed is reduced to 40% of the original loan amount, however, if the property is sold/transferred within 5 years 100% of the loan amount would be due at that time.

• Project properties will have a safety inspection for code, plumbing, fire, electrical and lead risk.
• Project properties must be current on property/school taxes and sewer/water fees.
• Project properties must have proof of homeowner insurance.
• Applicants must be able to verify income sources.

HOME Rehabilitation Program

Provides deferred renovation loans (no monthly payments/no interest) to eligible owner-occupants of single unit structures. The maximum loan amount per project is $25,000 plus additional funds needed for the mitigation of lead hazards. The actual amount to be repaid is then based upon a post renovation period of owner-occupancy. If title to the property is sold/transferred within 5 years, 100% of the loan amount would be due. After 5 years, the amount owed is reduced to 40% of the original loan amount.

Eligibility

To qualify for participation in each of the above programs, an applicant must meet HUD established income guidelines based upon the size of their household.

For each project, the scope of renovation work is prioritized as follows:

• Addressing any NYS Uniform Building Code, electric, and/or plumbing violations
• Lead and/or asbestos hazard mitigation
• Energy efficiency improvements

Binghamton Homeownership Academy

In March 2011, the City announced the launch of the Binghamton Homeownership Academy, which serves as a one-stop shop to better connect first-time and existing Binghamton homeowners with millions of dollars in local, state, and federal grants and resources for acquisition and rehabilitation.

The Academy collects and shares information on programs and services offered by the following partners: City of Binghamton, First Ward Action Council, Metro Interfaith, Opportunities for Broome, Quaranta Housing Services, BC Habitat for Humanity, and Community Potential Inc.

First-Time Homebuyer Program

Provides first time homebuyers with deferred loans to assist with down payment and closing costs. The deferred loans are made in amounts up to $10,000 to assist with closing costs/down payment. If title to the property is sold/transferred within 5 years, or the home is no longer the owner’s principal place of residency, 100% of the loan becomes due. After 5 years, the loan is forgiven in full.

ALL Participants are required to successfully complete the First Time Homebuyer pre purchase education course given by the Binghamton Homeownership Academy.
