The Commission on Architecture and Urban Design (CAUD) was established in 1964 to prevent the deterioration of property belonging to the City or property in which any City funds are involved and to advise builders or designers in regard to the use of space and the design of structures and to encourage protection of economic values and proper and appropriate use of surrounding areas.

The Commission on Architecture and Urban Design is responsible for reviewing and approving any project which alters the exterior appearance of any designated Local Landmark historic building and all buildings within the boundaries of designed Historic Districts (maps of the Historic Districts and a list of the Local Landmark properties are available in the sidebar). Any person seeking to carry out such a project must complete a Design Review Application. The Commission is also responsible for determining the historic significance of buildings in the City of Binghamton. Per City Code, any project seeking to demolish a building more than 40 years old must obtain a Determination of No Historical Significance before a demolition permit can be issued. Both of these applications are available below.

The application deadline is the FIRST WEDNESDAY of the month.

Design Review Application

This form is used when applying to the Commission on Architecture and Urban Design for a Certificate of Appropriateness. A Certificate of Appropriateness is necessary before any exterior modifications can be made to a designated Local Landmark Property or any property in a Local Historic District. Certain minor modifications may be eligible for the Administrative Certificate of Appropriateness review—please visit the Historic Design Review page for more information.

Fill complete this application and return it to the Department of Planning, Housing, and Community Development.

Application for Determination of Significance

This application is for a Determination of Historical Significance. Typically, a Determination of Historical Significance is necessary for one of two actions: (1) The proposed demolition of a building more than 40 years old, or (2) The listing of a property as a Local Landmark Property.

For either of these actions, please fill out and return this form to the Department of Planning, Housing, and Community Development.

Members

In accordance with Chapter 18, Article VI of the Code of the City of Binghamton, the Commission on Architecture and Urban Design is composed of seven City of Binghamton residents (or owners of real property located within the City limits) appointed by the Mayor of the City of Binghamton. In addition, the following individuals serve as Ex-Officio (non voting) members of the Commission: the Mayor of the City of Binghamton, the Director of Planning, Housing and Community Development, the Supervisor of Building Construction, Zoning&Code Enforcement, a member of City Council, the Director of the Binghamton Urban Renewal Agency, the City Engineer, the Director of Parks&Recreation, and Building Inspector II. The Mayor may appoint other Ex-Officio members as appropriate.

Meetings

The Commission on Architecture and Urban Design meets the first Tuesday of every month at 12:00pm.

Meetings are held in City Council Chambers at City Hall.
