North Chenango River Corridor Step 2 Nomination Study

In October 2009, the City of Binghamton was awarded $147,570 to complete a Step 2-Nomination Study for an approximately 407-acre area characterized with five potential brownfield sites that are located in the North Chenango River Corridor. These properties are primarily located along the Chenango River on Chenango Street in the City's North Side, including an underutilized shopping plaza situated on top of an old city landfill, and adjacent to the City's new river trail and Cheri Lindsey Park. The project boundaries consist of a core area and three subareas, which were selected based on economic, social, and physical boundaries. The primary community revitalization objectives include the identification and redevelopment of strategic sites.

The North Chenango River Corridor Redevelopment Strategy project grows out of the North Side CARES Vision Plan.

The Steering Committee, composed of community members from the North Side of the city, is working with staff from the Planning Division to develop the plan. In 2011, in compliance with the City's procurement policies the members of the Steering Committee and Planning staff selected the consultant team led by Vanasse Hangen Brustlin, Inc. to provide professional services related to the development of the Nomination Study.

The purpose of the Community Participation Plan is to describe the manner in which local community members, project partners, and stakeholders will be incorporated into the planning process. The Community Participation Plan serves as a guide for community involvement, and is subject to change throughout the course of the planning process as other opportunities for community participation may be identified. Public input is critical to the planning process to ensure that local citizens have the opportunity to shape the future of their community.

The Steering Committee is composed of public and private stakeholders. The Steering Committee will oversee the process in cooperation with the City and the Consultant.

On November 1, 2012 a project open house and community meeting was held from 5:30pm—7:00pm at the Theodore Roosevelt Elementary School.

A second public meeting was held on November 14, 2013.
